CHAPTER XIX THE SECRETARIAT

COMPOSITION

Article 135

The Supreme Council shall hand the day to day executive authority and responsibility of the United Nations to a Secretary-General and an International Board of Directors of Agencies.

FUNCTIONS and POWERS

Article 136

The Secretary-General is the chief executive officer of the United Nations and prime representative to the world. The office of the Secretary-General is the highest elected office of the United Nations and at all times should be considered with the greatest dignity and respect.

Article 137

By virtue of this Charter, the Secretary-General is vested with the executive authority to manage the needs and affairs of the United Nations through the selection or dismissal of wise counsel in the form of the International Board of Directors of Agencies, the agencies, officials and administration of the United Nations, subject to the approval of the Supreme Council.

The Secretary-General shall have the authority over all agencies and International Directors as Chairman of the International Board of Directors of Agencies. As Chairman, the Secretary-General may choose to overrule motions of the Board and select the agenda and minutes of the Board meetings.

Article 138

Prior to the commencement of their term of office, the Secretary-General shall make the following public oath- “--"I do solemnly swear (or affirm) that I will faithfully execute the Office of Secretary-General of the United Nations and will to the best of my Ability, preserve, protect and defend its Charter for the benefit of all member states and for all of humanity”

Article 139

The Secretary-General shall hold their Office during the Term of five Year corresponding to the election cycle of the Supreme Council, chosen by the members of the General Assembly for the same Term following the procedures for elections contained within this charter.

Article 140

By this constitution a Secretary-General is ineligible to serve beyond a total of two terms (10) years.

Article 141

The Secretary-General shall, at stated Times, receive for their Services, a Compensation, which shall neither be increased nor diminished during the Period for which they shall have been elected, and shall not receive any other income during their term.
