CHAPTER II
MEMBERSHIP

Article 3

The original Members of the United Nations shall be the states which, having participated in the United Nations Conference on International Organization at San Francisco, or having previously signed the Declaration by United Nations of 1 January 1942, sign the present Charter and ratify it.

Article 4

1. The United Nations is the united and singular body which should seek to have representation from every state and society of human beings in the world. No human being should be a citizen of a society which is not represented in membership to the United Nations in some way. Therefore, Membership in the United Nations is open to all states which accept the obligations contained in the present Charter.

2. In recognition of the fact that a state by its own actions and formation may not adhere to the obligations contained in the present Charter and in recognition of the fact that some states represent the largest and most populous, Membership shall be graduated with related privileges and obligations. The types of membership shall be:

Provisional Member
Full Member (member)
Senior Member
Union Member

3. The admission of any such state to membership and the type of membership bestowed in the United Nations will be effected by a decision of the General Assembly upon the recommendation of the Supreme Council.

4. A state which is recognized as one of the ten (10) largest economies as measured within a certain period shall be bestowed the membership privilege of Senior Member and automatic membership on the Supreme Council and all organ Councils outlined in this Charter.

5. A group of ten (10) or more Member States who by a common treaty and constitution have formed such a Union for the pursuit of common economic and social goals shall be bestowed the membership privilege of Union Member and automatic membership on the Supreme Council and all organ Councils outlined in this Charter.

6. A state which is founded on a constitution providing free and fair democratic elections to its citizens and which adheres to the obligations of this Charter and the Universal Declarations shall be bestowed the membership privilege of Full Member (member).

7. A state which does not provide its citizens free and fair democratic elections and does not behave in accordance to the obligations of this Charter and the Universal Declarations and is not a Senior or Union Member shall be granted Provisional Membership which will always mean a limitation of privileges, rights and responsibilities in respect to all other membership types.

Article 5

A Member of the United Nations against which preventive or enforcement action has been taken by the Supreme Council may be suspended from the exercise of the rights and privileges of full membership by the General Assembly upon the recommendation of the Supreme Council. As such the member shall become a provisional member with restricted privileges, rights and responsibilities. The exercise of these rights and privileges may be restored by the Supreme Council.

Article 6

In providing a means of recognition between types of membership of the United Nations, an instrument shall forever be in place to accommodate appropriate action against any Member of the United Nations which has persistently violated the Principles contained in the present Charter. Just as no person shall be exiled from the human family, no state, no matter how terrible their acts may be expelled from the family of the United Nations.
